Former head coach of Volyn, Vitaliy Kvartsyany, has claimed that Dynamo and Shakhtar Donetsk are the only teams allowed to win in Ukrainian football. Kvartsyany said that other teams are not permitted to develop and that journalists, the Ukrainian Football Association (UAF) and local authorities will “shut your mouth.” He gave an example of how his team was “killed” by referees during the semi-final match of the Ukrainian Cup with Dynamo in the 2002/2003 season. Dynamo went on to win the Cup, beating Shakhtar in the final.

Vitaliy Kvartsyany said that Dynamo and Shakhtar were always interesting before.

“Dynamo and Shakhtar need to win. Others don’t have to, don’t have to and can’t. This team must play in the final. Kuchma [Леонид Данилович] will come in a new suit, draw and present the Ukrainian Cup. The whole country will applaud.”
According to the former coach, other teams are not allowed to develop.
“And what position do those who want to win themselves have to have? Journalists, UAF and local authorities will shut your mouth. Your number is 16, sit there. What could be the development? We all have to work so that the first will continue to be the first.”

The expert gave an example when Volynnya faced Dynamo (0:4, 1:3) in the semi-finals of the Ukrainian Cup in the 2002/2003 season.
“Dynamo and I played the semi-finals of the Cup, the stadium was full. The judge came and killed us. There was a draw before the match. The representative of Dynamo issued an order: “Oh, this team does not suit us, let’s make another one.”
Kvartsyany said that the referee in the first meeting was on the side of the people of Kiev.
“We should have played the first game in Lutsk and the second in Kyiv. Lose with a score of 0:4. We scored a goal with a score of 0:1, it didn’t count. Everything could be different,” said Kvartsyany in the Brutal Soccer program.
Note that Dynamo became the winner of the Cup, beating Shakhtar in the final (2:1).
